I also would consider it inappropriate to criticize an advertiser's grammar in that way. That's what they were hiring a writer for -- to do something they can't. And keep in mind, requirements for native English speakers aren't just about keeping things grammatically correct -- there are also legal issues involved with hiring people in certain areas of the world. Sticking to countries like the U.S., UK, Canada, etc. where laws are similar offers buyers more protection if they're located in those areas. Many non-native English speakers can also write grammatically correct, but too formally. Native speakers know how to speak to their own markets.
